Make email tracking "on" the default on manual emails [10641]

Although system automatic emails can be set to default with tracking emails on, the manual emails created by event managers and others require them to check the box for tracking to happen.

Many of them forget or miss it, but want to know who opens the email --- once they've sent it and missed the box, that is lost.  I would like that changed to make that a default "on" for manual emails.

I agree that this would be helpful.

I think that default value for tracking option for manual emails should be taken from automatic emails settings. So if tracking is enabled for automatic emails, it will also be enabled by default for manual emails. And if it is disabled for automatic emails, this will also be disabled by default for manual emails.
